MIS Project Director, City of Milwaukee -
Implemented GIS at the City in 1976  

 

Research Interests
Implementation and use of geographic information systems in local governments. He has studied the organizational and institutional barriers to adoption of GIS technology and the human resource needs of agencies contemplating a GIS project. In addition, he has an interest in the use of GIS by the public and community-based organizations for addressing public information needs associated with solving problems in urban neighborhoods.
