Nancy Frank, Chair, Urban Planning and Associate Professor

Nancy Frank - Acting Dean/Associate Professor

Dr. Frank is Chair of the Urban Planning Program. She teaches planning theory and courses in environmental planning. Dr. Frank’s areas of interest include environmental planning, policy issues related to environmental hazard assessments, and sustainable development. She also has expertise in the field of Criminal Justice. In 1995, Dr. Frank co-authored a book on this subject, Criminal Court Process. She also serves as editor of WAPA News, the newsletter of the Wisconsin Chapter of the APA.

William Huxhold, Professor

William Huxhold, Department Chair, Professor

Professor Huxhold has interests in the field of urban geographic information systems (GIS). Prior to his appointment at the University in 1990, he was MIS Project Director at the City of Milwaukee, having responsibility for the development of information systems for the city. In 1975 he established and directed the nation’s first computer graphics-based geographic information system at the City of Milwaukee. He has published three books on GIS and  teaches three GIS courses in Urban Planning.

Welford Sanders, Adjunct Assistant Professor

Welford Sanders, Instructor

Mr. Sanders has interests in the fields of urban and regional planning, real estate, and community and neighborhood planning. He also has an extensive background of housing research. Mr. Sanders recent publications regarding housing issues include: "Regulating Manufactured Housing," "Current Trends in Factory-Built Housing," and "Market Analysis for Owner-Occupied Manufactured Housing in Milwaukee’s Inner City." Mr. Sanders instructs the undergraduate course, "Urban Planning Solutions to Contemporary Urban Problems," as well as, "Applied Planning Workshop" at the graduate level.

Sammis White, Professor

Sammis White, ProfessorDr. White focuses on issues in public policy, economic development, education, welfare, and  housing. He has specific interests in job creation and education in central cities. He teaches courses in "Public Policy Analysis" and "Housing Markets and Public Policy." Dr. White has published numerous articles on social and educational topics. Recently, he has written articles published in Urban Education and Urban Studies, among many others. He co-authored his second book, The Entrepreneurial Process: Economic Growth, Men, Women, and Minorities. In addition to his Urban Planning duties, Dr. White works in the UWM Center for Urban Initiatives and Research, where he undertakes a wide variety of research studies.

Edward Beimborn, Professor of Civil Engineering

Dr. Beimborn has interests in the areas of transportation, systems analysis as applied to urban problems, operations research, and civil engineering. He instructs courses in environmental impact assessment and transportation systems design.

 

Alan Horowitz, Professor of Civil Engineering

Professor Horowitz focuses on issues in transportation. Specifically, he has expertise in the areas of transportation planning, transportation systems design, travel forecasting, and social and environmental impact of transportation systems. He instructs courses in traffic control and transportation engineering.

 

Harvey Rabinowitz, Professor of Architecture

Harvey Rabinowitz, Professor of ArchitectureProfessor Rabinowitz specializes in the areas of urban design, real estate development, traditional neighborhood development, and post occupancy evaluation.

Kirk Harris,  Assistant Professor

Dr. Kirk Edward Harris

Dr. Kirk E. Harris has been working on issues related to community development and families for over 20 years. Dr. Harris is a national expert on fathers, families and community building and is a national keynote speaker on issues related to fatherhood, family support and community development. As a former Legal Service lawyer and advocate, Dr. Harris has worked on a variety of public policy and social service practice issues related to families and communities.

Carolyn Esswein, A.I.C.P.

Carolyn Esswein - Adjunct Assistant ProfessorMs. Esswein is an urban planner with expertise in urban design, growth management, land use, design guidelines, and community development planning. Carolyn's professional experience includes developing plans and providing ongoing consulting for numerous communities and developers in Wisconsin. She teaches courses in land use planning and urban design.
