Since 9/11, weak and fragile states have become a strategic priority, with US policy responses typically focusing on strengthening central governments. Some analysts, however, question the notion of “ungoverned” spaces, drawing a distinction between formal governments and actual systems of governance. What should be the US approach to these areas?
