The Employment and Training Institute was established in 1978 by the University of Wisconsin-Milwaukee and University of Wisconsin-Extension to bring the resources of the University of Wisconsin System to addressing the needs of unemployed and underemployed Wisconsin workers and families. It is located in the School of Continuing Education and part of UWM's continuing commitment to the "Wisconsin Idea."

The Institute addresses workforce training, transportation, and education needs of low-income and unemployed workers in Wisconsin through applied research, policy development, community education, and technical assistance. Pawasarat and Quinn work with local and state governments, employers, community organizations, national agencies, and other universities to address interrelationships between public policy, occupational training, labor market and demographic changes, educational programs, neighborhood challenges and assets, driver's license barriers, and incarceration policies.

Philip E. Lerman served as first director of the Institute from 1978 to 1988. Pawasarat has served as director since 1988.
