Educational Follow-Up Study of Juveniles Released from Ethan Allen and Lincoln Hills Schools (1982), tracked the educational experiences of 759 youth released from Wisconsin juvenile correctional facilities during 1979. Only 24 youth completed a traditional high school program, and the teachers at the 2 schools subsequently collaborated to convert their high school curriculum to competency-based programs with closer ties to the local technical colleges.

Removing Transportation Barriers to Employment: Assessing Driver's License and Vehicle Ownership Patterns of Low-Income Populations (1998), examines the 116,857 Milwaukee County adults with suspension orders, including 67,528 solely for non-payment of fines, rather than for traffic-related, DWI, or drug convictions.
