Change Advisory Board (CAB) - Team Charter

Purpose

This standing team will oversee and implement the change management process as it applies to the services supported by UITS.

Objectives

Coordinate changes to the services supported by UITS to:

  • Avoid conflicts of resources
  • Determine the feasibility of the change
  • Help determine a timeline for implementing the change with consideration given to current and future UITS and campus projects
  • Contribute to the general improvement of the process

Meetings

  • The team is expected to conduct most operational work via virtual methods.
  • Monthly face-to-face meetings for procedure development, with the option to cancel individual meetings.

Scope: Major activities

  • Vetting and approval of change requests
  • Monitoring and continual improvement of the Change Management Process

Out of scope activities

  • Resolution of operational issues
  • Consideration of Service Proposals

Institutional Sponsor

  • The UITS CIO Cabinet

Membership Information

The CAB will be composed of 5 members of UITS that are recommended by the executive sponsor and approved by the CIO Cabinet. 

  • CAB Member
    • Each member will serve a one-year term
    • Members will be rotated by the end of June (3 members) and December (2 members)
    • Members may server more than one term
    • Members shall be recommended by the executive sponsor in consultation with the change manager and ITSM program manager
  • Executive Sponsor
    • The CAB will have an executive sponsor identified by the CIO Cabinet
  • CAB Chair & Vice-chair
    • The chair and vice-chair shall serve a one-year term.
    • The chair shall be selected by the executive sponsor and approved by the CIO Cabinet.
    • The vice-chair shall be selected by the executive sponsor in consultation with the ITSM program manager.
    • The chair and vice-chair may server more than one term.
    • Note: The chair and vice-chair can not be new members to the CAB.
  • Subject Matter Experts
    • The CAB will have a pre-defined list of subject matter experts
    • Any SME can be invited for extended participation and their scope is advisory

CAB Roles and Responsibilities

Executive Sponsor

  • Ensure the CAB fulfills the charter of the CAB
  • Solicit nominations to the CAB and prepare membership recommendations to support the rotation of CAB membership
  • Seek approval of the membership changes from the CIO Cabinet
  • Appoint CAB Chair and Vice-Chair in the event that the CAB cannot self-select those roles
  • Ensure the current membership of the CAB is published to the public

Chair

  • Functions as the change manager of UITS
  • Seek feedback on change requests
  • Seek a decision from the CAB on change requests
  • Provide feedback on the change request to the change requester

Vice-Chair

  • Fill the role of change manager in the absence of the CAB Chair
  • Ensure another member of the CAB fills the role of change manager in the absence of the Chair and Vice-Chair
  • Facilitate monthly face-to-face meetings

Members

  • Understanding of UITS change management policies and procedures
  • Provide feedback on change advisories
  • Provide approval recommendation to the CAB Chair or other acting change manager

Subject Matter Experts

  • Understanding of UITS change management policies and procedures
  • Provide feedback on change advisories when requested by a CAB member
