Mission of the Statewide Training System
The MCWPPD is part of the Wisconsin Child Welfare Training System. The system's mission is to develop
and delivery high quality, competency-based training to supervisors, staff and caregiving families. The
system's approach throughout Wisconsin is family-centered, child-focused, strength-based and culturally
responsive. What is Competency-Based Training and Development?
The goal of competency-based training and development of child welfare staff is to improve staff performance
by enhancing knowledge and skill in areas central to quality practice. The MCWPPD maintains a comprehensive
list of competencies essential to quality child welfare practice. Professional development needs are defined in
terms of these competencies. Training and development activities are directed toward enhancing staff
competence in one or more of these areas.
