Billy R. McLeod, Jr., is a consultant with Kirkpatrick Partners and a program manager/law enforcement specialist with the Department of Homeland Security.
Billy has nearly 20 years of training experience. He has served as a trainer for the U.S. Coast Guard, U.S. Merchant Marine Academy and Federal Law Enforcement Training Center.
In his current position as a program manager, Billy serves as a Subject Matter Expert (SME) on law enforcement training, training standards and professional development.
Billy directs the federal law enforcement training academy's transition through the accreditation steps, which are integrated into every aspect of an academy's operations and include policies, human resources management, and administrative and budgetary processes, as well as training facilities, training staff development, instructional design/development and training operations. Billy is a specialist in analyzing and developing agency policies and directives to provide guidance in managing organizational changes throughout an agency.
Billy holds a Bachelor of Science in Criminal Justice degree and a Master of Science in Post-Secondary Education degree, and he currently is working on a second Master of Science in Criminal Justice degree.
