UNIVERSITY OF WISCONSIN - MILWAUKEE FACULTY SENATE MEETING M I N U T E S Thursday, September 18, 1997; 3:30pm; Curtin 175 UWM. FAC. DOC. NO. I. COMMENTS AND QUESTIONS 1. Chancellor Schroeder introduced two new deans: Dean Charles Kroncke, Business Administration Dean William Rayburn, Graduate School The Chancellor also announced a three-year appointment of S. H. Chan as dean of the College of Engineering and Applied Science. 2. The Chancellor announced the appointment of Professor Robert Krueger, Electrical and Computer Engineering, as Parliamentarian. 3. Chancellor Schroeder reported on the state of the budget. As passed by the State Assembly, it included 4/4.5% annual raises for the faculty. If the final budget allows tuition to be applied in full to pay increases, the increases will be fully funded. If part of the tuition increase is earmarked elsewhere, base reallocation might be on the table. If the current state senate hold-up is solved shortly, one can expect to see an impact on the December paycheck. Fall enrollment is very good compared to three years ago. The freshman class is approximately 2500, a 12% increase over the year before. New transfers are up 4.5%, continuing students, reflecting recent increases in the freshmen class are up more than 2%. The expected fall enrollment is expected to be ~15,525 FTE. While this is 400 below System target, we expect to meet the target next fall. The problem now is to manage enrollment to match our resources without overshooting the target. Credit for the turnaround in enrollment goes to recruitment in all units, including departments and schools/colleges. Continuing success requires continuing efforts. The Chancellor announced "Strategic Alliances" have been signed with the University of Wisconsin-Washington County and the University of Wisconsin-Sheboygan. These agreements will allow students to complete a four-year UWM degree in a number of areas wholly in residence at Washington or Sheboygan county starting in 1998. Chancellor Schroeder finished his remarks saying that he looks forward to the year ahead with major activity in: pressing ahead with the strategic plan, carrying out the academic program array study, and continuing activity on the Milwaukee Initiative and the Research Plan. Professor Robert Schwartz asked the nature of the degrees given through the alliances. Chancellor Schroeder replied that these were UWM degrees available for any student on the UWM campus. At present they are interdisciplinary degrees, not departmental majors, and there are no plans to present a normal array of programs. 2. Professor Margo Anderson, Chair of the University Committee, commented that the news on raises was good and it was now time to start to worry on the 1999-2001 budget process. She reserved the rest of her comments to until the Committee of the Whole session on the Chancellor's search. 3. Jessica Angus, President of the Student Association said that initiatives for the coming year would include: A. Improving the channels of communication B. Surveying the level of recycling on campus C. Expressing students' concerns on the use of technology fees. D. Improvement of the teacher evaluation system to make the results more easily accessed by students E. Improvement of the student newspaper. She asked for suggestions. F. Increasing student representation on university committees. II. The meeting dates for the Senate Rules Committee and the Faculty/Senate meetings for 1997-1998 were received. III. SENATE ROLL CALL The Parliamentarian and 44 senators were present. Senators Hutz, Agada, Berkman, Arnold, Ryder and Lima were recorded as absent. A quorum of the faculty (77) was not present, therefore the Senate was convened. IV. AUTOMATIC CONSENT BUSINESS 1. The minutes of the May 6, 1997 meeting were approved as submitted. 2. The annual reports for 1996-97 were received from the following faculty standing committees: Awards & Recognition Committee 2098 Codification Committee 2099 Computer Policy Committee 2100 Educational Media Policy Committee 2101 Faculty Appeals & Grievances Committee 2102 Honorary Degrees Committee 2103 Library Committee 2104 Nominations Committee 2105 University Committee 2106 3. The report on the Faculty Senate Attendance for Semester II, 1996-1997 was received. 2107 4. Summary of Faculty Legislation for 1996-97 was received. 2108 5. The listings of new faculty members for 1997-98 and retired faculty for 1996-97 were received. 2109 6. A memorial resolution for Professor Emeritus Vinton W. Bacon, Department of Civil Engineering and Mechanics, was read by Professor Alan Horowitz. 2110 The Senate rose for a moment of silent tribute. 7. A newly established administrative committee, the NCAA Certification Self-Study Committee was reported. V. SPECIAL ORDER OF BUSINESS An election was held to fill a position on the Faculty Senate Rules Committee. Since all present members were ineligible to serve as chair, the person elected automatically assumes the chair and president pro tem positions, and becomes a member of the University Committee. Professor William J. Kritek was nominated. In the absence of additional nominations, Professor Kritek was declared elected. VI. COMMITTEE OF THE WHOLE 1. Professor Margo Anderson presided over a discussion of the search for chancellor. MOTION: It was moved and seconded to convene into Committee of the Whole at 4:05 p.m. to discuss the search for chancellor. The motion was approved on a voice vote. At 4:45 p.m., a motion was made, seconded, and approved on a voice vote to rise from the Committee of the Whole. Professor Anderson reported to the Senate that the Committee of the Whole recommended that: A. Department chairs should meet with President Lyall to discuss the search and their concerns for the campus. B. The chair of the search and screen committee should be asked to report monthly to the faculty senate and respond to questions on the search process. C. The Regents' subcommittee for the UWM's chancellor search, local area state legislators, Alumni Association leadership, and key members of the Milwaukee media should be invited to attend the October 16 Faculty Senate meeting when the search process is discussed.
