The University of Wisconsin- Milwaukee, School of Education, Office of Education Outreach, License Renewal Support Center (UWM-LRSC) is one of 15 centers across the state designated to provide support in the development and goal attainment of professional development plans (PDPs).UWM Education Outreach hosts a wealth of professional development opportunities for the continuing educator. It offers a variety of credit and noncredit offerings available on campus or off-campus, major local and state conferences, partnerships with school districts in support of individual educator PDP goals, as well as a range of supports for the development of an individual professional development plan. UWM provides support to individual educators, pupil service professionals and administrators seeking renewal of their professional license or changing license categories. In addition, it hosts training sessions for school districts and those seeking to become trained by the Department of Public Instruction as Professional Development Plan Reviewers. PDP reviewers must complete the DPI training and become certified in order to verify completion of PDP requirements. UWM is working with DPI to help build capacity of mentors and PDP plan reviewers that will be needed to implement PI 34 requirements.

Q: Do I have to do a PDP?
A: Yes, for Initial Educators; optional for Professional Educators (licensed prior to Aug 31, '04)

Renewal Process for Those Not Currently Employed in License Areas
Questions often surface about how one should approach getting their license renewed if they are not currently employed in one of their license areas. This question can lead to much confusion-but a solution is readily available. If someone holds an Initial Educator teaching license and then simultaneously is licensed on an emergency teaching license, they may work on a PDP while holding the emergency license. It is actually in their advantage to do so, as they can then go ahead and complete the PDP and become a Professional Educator in both the area of their Initial Educator license and in the area of the new license that hey will be receiving after completing a program. In addition, the district can be providing support to this educator since they are an Initial Educator and are even eligible to obtain the $375 in funds that Online PDP Resources help support Initial Educators. The PDP that they create should have a goal that is broad enough to cover both the area of their Initial Educator license and the subject of their emergency license. This way, if for some reason they would not continue working in the area of their emergency license, they could continue working on their PDP-assuming, of course, that they are still working.

Professional Development
The requirement under PI 34 for educators to complete a PDP to renew their licenses, created the need for a system to review plans to approve goals and verify their completion. This mechanism is the Professional Development Plan Review Team. For initial educators, a team is composedof an Institute of Higher Education (IHE) representative, an administrator who is not a direct supervisor, and a peer. Districts are responsible for supporting initial educators by providing administrators who are trained in the review process. For professional educators, goals do not have to be pre-approved. The professional educator needs to convene a PDP team only to verify plan completion. The POP review team for a professional educator is composed of certified reviewers of that individual's choosing - the composition is not specified under the rule. For example, a professional educator could opt to have three teachers on his/her team, there is no requirement for an administrator or IHE representative.

Reviewer Training Sessions for people wishing to become Professional Development Plan team members. Attendance at this one-day workshop is required by DPI for those wanting to become PDP review team members. Individuals completing this session are entered into a reviewer database that is available through the DPI website. ♠An application to be a PDP reviewer is available to download: http://www.edoutreach.soe.uwm.edu, or call: (414) 229-5255.
Training sessions are held throughout the state at all 15 LRSCs and in some school districts. A list of scheduled sessions is available at: http://dpi.wi.gov/tepdl/pdptrain.html. The UWM LRSC is committed to partnering with DPI to develop a pool of individuals to support initial educators, building the data- base of trained PDP plan reviewers to meet the needs of educators entering schools today and in the future. Completion of the PDP must be verified by 3 reviewers. Two of the three must agree that the plan is completed for verification. DPI maintains a list of approved reviewers that can be accessed through their website: http://dpi.wi.gov/tepdl/pdpteammembers.html To support PDP team members after the training, DPI developed PDP Team toolkit that can be downloaded free of charge from: http://www.dpi.state.wi.us/tepdl/pdp.html Individuals may convene a PDP Reviewer team on an individual basis - or attend one of the many workshops and conferences sponsored by the University of Wisconsin- Milwaukee, Office of Education Outreach.
